The SC EMS Leadership
Conference is proud to announce our esteemed speakers for our third annual
conference:
AIMIN ALTON, B.A., MICP Aimin has over 12 years experience in the
field of emergency services, working as a pre-hospital care professional for
both public safety and private ambulance agencies. Currently, Aimin serves as a
Firefighter for the Ventura County Fire Department.
In his off-duty time, Aimin
is a strong advocate for firefighters and other EMS professionals, and for the
patients they serve, by helping raise awareness and creating solutions for
narcotics diversion within the emergency responder community. As a member of the
California State Firefighters’ Association EMS Committee, Aimin leads the CSFA
Emergency Responder Substance Abuse Task Force. Aimin has been coordinating
efforts to develop programs that give guidance to the EMS community regarding
the problem of controlled substance diversion, as well as programs that help
rehabilitate EMS professionals who suffer from addiction and substance abuse.
Aimin is working closely
with California State University, Los Angeles, School of Criminal Justice and
Criminalistics to scientifically validate several technologies that hold promise
for identifying tampered-with narcotics in the field setting.
He serves as the Program Director for Alton & Associates, raising industry
personnel awareness on narcotic tampering, and promoting a new technique to
better check narcotics prior to patient administration. In addition to being a
California state licensed Mobile Intensive Care Paramedic he holds a Bachelor of
Arts degree in Economics from the University of California, Santa Cruz.
Steve Gilliland Steve
is a talented speaker and author,

Tracy Krein, B.S., NREMT-P
Tracy H. Krien received her Bachelor of Science degree in Emergency
Medical Care from Western Carolina University and has been involved with EMS for
over 17 years. During her tenure she was promoted through the ranks serving at
all levels of supervision and was the Captain of Personnel for Greenville County
EMS for several years. Ms. Krien is currently the Medical Administrator
for the Department of Public Safety in Greenville, SC overseeing all health and
medical services for an inmate population of approximately 1500. Ms. Krien
strives to ensure that all of her “customers”, most importantly her Supervisors
and Employees, are advantaged by her ability to get answers. Providing
answers for these important people allows for quality care for patients of the
System. Ms. Krien has been recognized by Greenville County as a “Prime
Mover” and received an award from The National Committee for Employer Support,
United States Army National Guard, for her support of employees of Emergency
Medical Services in the Armed Services.
Captain (Ret.) Don Lee, NREMT-P Captain Lee is a 31 year
veteran paramedic with the Los Angeles Fire Department. A Board member for
the Los Angeles County Emergency Medical Services Commission, he has also served
as the Los Angeles Fire Department’s Emergency Medical Services training
officer.
His last assignment was to the Disaster
Preparedness Unit of the Bureau of Emergency Services, Special Operations
Section. Under his watch, he was instrumental in the Special Operations division
involved in The Democratic National Convention, the Pope’s visit to LA, as well
as the funeral for former President Ronald Regan. He was selected by the United
States Fire Administration to be on the team which did the post incident
analysis of the Columbine school shooting.
He was an EMS
Consultant for the 2002 Salt Lake winter Olympic games and lectures around the
Nation on EMS Special Operations and Emergency Management issues.
Don currently serves as EMS
Director for Charleston County EMS. With over 35 years of experience in the EMS
field, he has directed large municipal and small rural services as well as
helicopter operations.
Even as an administrator, he continues to be a practicing nationally registered
Paramedic, as well as an ACLS and First Responder instructor. He serves as
Chairman of the SC. EMS Advisory Committee, Vice-chair of The Lowcountry
Regional EMS Council, Past President of the S. C. EMS Association and member of
the Board of the National Association of EMTs.
He currently serves as President of the Board for the Costal Crisis Chaplancy,
Chairman of Board of the South Carolina Foster Care Review Board 9-A and
President of the Charleston Lions Club.
Don is a graduate of the Medical University of South Carolina with a Bachelor
Degree in Health Care Administration, an instructor at the National Fire
Academy’s EMS program and a visiting instructor at the University of Maryland
Baltimore Campus’s EMS program.
Brent Meadows is a nationally recognized
public safety expert with more than 30 years of experience and a strong
background in emergency services and emergency preparedness in both the public
and private sectors, including fire and EMS services, hospitals, corporations,
local, state, and federal government. He currently owns Meadows consulting. He
is a regular presenter at meetings and professional organizations and
conferences at local, state, and federal conferences.
A self motivated, compassionate individual
with a proven track record to lead people, visualize the big picture, and take
on challenges within the organization. Mr. Meadows (known to his friends as
“moose”) has many years of experience that covers a broad range of leadership
and management consulting services, including business process analysis and
design; project planning and development,; program evaluation, needs
assessments; exercise design, development, and implementation. He has a
Bachelor of Science degree in business management and is finishing master of
business administration degree this fall. He is an instructor at the National
Fire Academy in the division of EMS Management Programs. He also serves as a
Subject Matter Expert (EMS) on several projects throughout the U.S.
Rachelle
Moore
During her 15-year career in corporate training,
Rachelle Moore has designed and implemented numerous training programs in the
areas of banking, corporate technology, and, most recently, government and Human
Resources. As a Training & Employee Relations Specialist for Charleston County
Government, Rachelle works as a coach with managers and supervisors to further
enhance their leadership skills while offering all employees training on topics
such as, diversity, customer service, emotional intelligence and communication
skills. Prior to joining Charleston County in 2004, Rachelle was a Training
Manager and AVP with Bank One for eight years where she worked with entry level
through executive level employees. She has a passion for providing all levels
of employees with skills that will help them grow professionally while making an
impact on the organization for which they work.
David Nelson
Dr. David E. Nelson serves with Fitch & Associates as a human resources
consultant, trainer and appreciative inquiry coach. He has been an onsite
coordinator for the annual Ambulance Service Manager’s (ASM) Certificate program
conducted by Fitch & Associates for the American Ambulance Association for the
past decade. He helped develop and is an onsite coordinator for the
Communication Center Manager’s (CCM) Certificate Program. David also works with
The Administration for Children and Families throughout the United States,
partners with a number of organizations involved in health services and
community action. He is widely known for his work in creating and nurturing
strong teams, celebrating and assisting organizational evolution, and
identifying and building excellent leaders. David is appreciated for his warm
listening, comfortable presence and his positive spirit.
Alonzo W. Smith, BA, NREMT-P
Mr. Smith is currently the Director for the Division of Emergency Medical
Services & Trauma with the South Carolina Department of Health and Environmental
Control. The Division of Emergency Medical Services (EMS) and Trauma is
responsible for the development and maintenance of the EMS system for delivery
of appropriate and prompt emergency medical care. Mr. Smith was recently
recognized for achieving 20 consecutive years as a Nationally Registered
Paramedic. He has served in several EMS positions before becoming Director in
2001. One of his primary goals for the Division is the 2-year implementation of
the South Carolina EMS Data Project. He remains involved in a number of
national and state committees involving EMS and Trauma. Mr. Smith is a graduate
of Knoxville College and resides in Columbia, South Carolina.
John Zaragoza
John currently serves as Director of Greenville County EMS. With over 28 years
in public service, John has assembled an extensive background in EMS field
operations, management, reimbursement and compensation, logistics, hospital
based EMS administration, emergency communications, disaster response,
regulatory compliance, quality improvement, emergency management, human
resources, policy development and implementation at the local, state and federal
levels. He was also adjunct faculty for the Community College of Allegheny
College in Pittsburgh PA, where he was a regular lecturer for EMS training
programs. He held several seats on a variety of regional and state EMS planning
agencies and committees.
In addition to his present capacity as Director, John
also serves on numerous county, regional and state EMS and county administrative
committees.
John holds a BS degree in Business Administration from Robert Morris
University, Magna cum laude.
Doug Warren Doug is the EMS Director in Dorchester County SC a
position he has held since 1998. He holds a BA from Oswego State
University in Oswego, NY and an MS from the University of Southern Maine.
He began his EMS career in 1972 while an undergraduate at OSU. In addition
to his current position, Doug has been both a career and volunteer “street
Medic”, an EMS educator, and Executive Director of the Lowcountry Regional EMS
Council.
Wendy Lee
Wendy is the Deputy Director for Dorchester County Emergency Medical Services.
She has been a dedicated paramedic for 23 years and has enjoyed serving as the
Deputy Director for the past 3 years. She has accomplished and maintained an
array of pre-hospital certifications. Her focus is on development and leadership
of future pre-hospital members and how the pre-hospital industry is developing.
Over the last 14 years, she has continuously taught the basic EMT course and
remains excited to see future EMT’s flourish into energized caregivers.
Wendy serves as the Lowcountry Representative for the South
Carolina EMS Association. She also serves and participates on many Dorchester
County committees. Wendy enjoys competing in paramedic competitions and has won
six Lowcountry Regional titles and one SC State Paramedic Championship in 2000.
Wendy is currently working towards a B.S. in Healthcare
Administration.
